It depends on the host's resources, the VM's requirements as well as any requirements for other VM's. As a rule of thumb, start with assigning only the resources which you think may be sufficient, and increase them if needed. Assigning too high resources to a single VM may cause decreased overall performance.

Also make sure that the guest OS supports the settings. Some operating systems do not support 4 CPU sockets.
