1. Add the existing ESXi host to new HW with vCenter, shared the datastore2. Enable EVC mode, do vMotion. If no shared datastore or vcenter, then you have to have downtime for the change.

The answer you have chosen is wrong. EVC will not come into picture as you do not have a vcenter.And yes you can use the same license.
