I have not tried adding more memory to the ESXi VMs yet, I figured that couldn't be it. I will try.The VMs have no reservations or limits. Also there are no resource pools, yet.

I have added more memory to the ESXi servers. Each node now has 5GB and I've been able to power on a dozen more VMs. Not all, just 12 more.But I still don't understand... with 42 running VMs, memory...

In my experimenting I went ahead and also disabled DRS. With the 42 VMs still running (21 per host) I then tried powering on a random machine and I got this error: Why would it throw this...

The maximum VMs per host is calculated from the amount of memory on the host. You should be able to override this with the maxVMs boot option (e.g. maxVMs=100).
