I have not tried adding more memory to the ESXi VMs yet, I figured that couldn't be it. I will try.The VMs have no reservations or limits. Also there are no resource pools, yet.

The maximum VMs per host is calculated from the amount of memory on the host. You should be able to override this with the maxVMs boot option (e.g. maxVMs=100).
